SHANGHAI police detained a suspect yesterday after four men were stabbed to death late Wednesday night in a bloody quarrel over 1 yuan (US15 cents) at a residential complex in Yangpu District.the students from the Greater Nanticoke Area elementary bag to school.

“‘Help, help!’ I just heard the screaming after 10pm,” said a resident at the complex on Siping Road.

The incident started when a man surnamed Hong and a relative, both ready to head for home, went to the shed to get their mopeds. They had had dinner at their nephew’s home at the complex to celebrate the sixth birthday of the boy, said neighbors who were gathered outside the shed 12 hours after the bloody incident.

But the two argued with Liu, believing that they were overcharged. Liu required the two to pay 1 yuan for each moped. But Hong argued each moped should only be charged 0.5 yuan.

According to the residents, the other three dead were the six-year-old boy’s father and two uncles. The family, from Anhui Province, had just moved into the neighborhood a few months ago.

The city began introducing its property management policy in 1991.

About 72 percent of the total 10,870 residential communities have property management bodies.

About 20 percent of households in new complexes never pay the monthly bill in time. The rate is much lower at some old communities, officials said.

The old regulation needs revised as the number of property management disputes is on the rise in Shanghai with house owners unsatisfied with the service, while property managers complain that they cannot collect the money in time to support services.

US teen rider killed in crash at Indy

THE death of a 13-year-old motorcycle rider at Indianapolis Motor Speedway cast a shadow over Sunday’s races at the historic track and prompted mourning competitors to defend the development system for the dangerous circuit.

Peter Lenz fell off his bike during the warmup lap for the day’s first race at Indianapolis and was run over by another motorcycle, driven by a 12-year-old. Medical workers immediately placed Lenz in a neck brace, put him on a stretcher and began chest compressions while taking him to a hospital.

Several hours later, he was pronounced dead.

The Marion County coroner’s office said Lenz died from blunt force trauma. More details were awaited after an autopsy on the youngest driver or rider ever killed at the 101-year-old speedway.

“Peter passed away early this morning when he was apparently struck by another rider,” read a posting on Lenz’s Facebook page, which was signed “Dad.,Australian ugg boots,”

“He passed doing what he loved and had his go fast face on as he pulled onto the track,” the posting said.

“The world lost one of its brightest lights today. God Bless Peter and the other rider involved. 45 is on another road we can only hope to reach. Miss you kiddo.”
